New Guidelines from Nov 6th

Can someone study and help everyone understand the new guidelines from Nov 6th. I have a few questions after reading the guidelines:

1. What are the major changes?
2. What is the Single Fatal Flaw heading? It says

Single fatal flawage 16 of 132 Guidance – Tier 1 (Entrepreneur) – version 7.0 Valid from 06 November 2014
Under the single fatal flaw model, if you identify one or more mandatory reasons on which to
refuse an application you must conclude the case without undertaking any further
assessment. This applies to all Tier 1 (Entrepreneur) applications.
This pilot will end on 28 November 2014, with the results evaluated prior to any extension of
these arrangements.
