Please Need Help for EU3

Hi Guys!

I would like to ask here for some advice for one of my friend please in regard to EU3

Actually his wife has been employed more than 5 years but she started to take social welfare due to her illness since january 2013 up to 6 months and later the social welfare stopped paying her for illness benefit. After that till now she has not been given any social welfare payment for her illness benefit but her employer didn't take her back to job after june 2013 because according to the company medical assessor she is still unfit for her regular job but the social welfare assessor say that she is fit to work for her usual duties. The hospital where she been examined and the medical specialist have the same opinion that she can't work for her same routine work.
She also requested to her manager if she can get any other type of work in her work but there is no such work available at her work place. Later we moved to a new house where we started living with other people in the house but we don't have for PRTB or contract etc as other people have these things on their names already but we have the household utility bills on our names etc I would like to ask how to tackle these issues when applying for the EU3 and what type of documents and explanations can be submitted?
