Except they can't deny someone a right to marry unless they detect (or reasonably suspect) fraud. With the COA scam they had going, no Certificate of Approval, no marriage, period. That was much more blatant denial of human rights as plenty of people who are not citizens should be able to enter into a legal marriage without restraint to citizenship. It's no surprise that it quickly became a profit before finally being shut down.
