Urgent - UKBA missed Passport and other documents

Dear Sir,

my brother applied for Tier 4 visa 9 months ago. As he did not get a decision till now, he decided to leave
the country using Voluntary departure from UK.

As per UKBA advice, he booked the flights for Dec 11 and the day before departure they called to say his
passport and supporting documents are missing from their custody. UKBA confirmed this information in an e-mail.

Today - 16 Dec 2014, UKBA called and want him to leave UK using emergency passport service available in Indian high commission.

UKBA is neither willing to send an official letter to confirm that the documents are lost nor compensate the flight charge/ emergency passport fees/ obtain academic documents.

Could you pls help how to proceed with this situation or direct where to seek advice.

apply for compensation through complaint procedure......make a strong complaint
there is no hurry to leave the country immediately....
tell dem straight away sort my passport and flights as I'm not paying a single penny.....

I will look for the compliant procedure at UKBA.

Get your MP involved and do three things
Demand a decision on the visa application.
Make UKVI pay for the replacement passport and do all the running around to organise it.
Make UKVI pay for the entire cost of his flights and compensate him for his loss and efforts.

One question - was his involved in the ETS scam? That is one of the reasons decisions are held back as they go looking for those to arrest and detain before immediate removal.
