Can I claim benefit when my wife is on dependent visa

Hi,

I have granted ILR in October 2014 in 10 yrs rule. My wife is still on tier 1 entrepreneurs dependent. I have 2 children born in uk. My question are
1. Can I claim benefits such as child benefit , child tax credit and housing benefits in my name?
2. Does these benefits affect my wife visa in future as she will complete her 10 yrs in June 2018?
3. As my wife is still on teir 1 dependant I have to apply flrm but I can't meet the financial requirement of 18600 . Can I apply under flr(fp) ?
