Visa from Turkey to UK

My partner would like to get a visa to visit me in the UK, as so far I have to keep travelling to Turkey to visit him. He's currently not working due to it being off season at the moment and quite hard to find a job. Without a job does he stand no chance? Just need to know whether there's any point in applying or not in this situation?!
