Tier 1 Graduate Entrepreneur visa

Hi
1. is it possible to switch visa from Tier 2 general to Tier 1 graduate entrepreneur?
2. I have completed Masters in 2011 in UK university. I got PSW visa after that and currently on Tier 2 employer sponsored visa. am I eligible to apply for Tier 1 graduate entrepreneur (with the fact that I graduated in Sep. 2011) if I have a business idea?
if yes, how much balance will I need?

any guidance or input will be appreciated.
