application to for eea permit any can some one help

hi ,
me and my girlfriend want to head to ireland , she british and am a non eea boyfriend to her . we have been going our for 2 years now . i wanted to apply eea permit here in uk but my conditions will be more successful if am doing outside of the uk. can any advise me on what steps to take! we have talked about going to Ireland and i canapply for eu family permit is this the best way?? can some one give me feed back as i much appreciate the help. thank you

EAA family permit is for families of EAA nationals.
