visit visa for non eu parent of irish children

We live in northern ireland. Spouse has indefinite leave to remain in the uk.

Spouse needs a visa to travel to home country via dublin airport. On way out spouse will be alone but on re entry spouse will be with our two children who are dual uk/irish citizens.

we think we need to apply for a multiple entry visit visa. Is this correct?
