Can a Tier 2 Visa migrant having curtailed his Tier 2 leave apply for Tier 1(Entrepreneur)?

Yes, if the applicant qualifies for Tier 1 (Entrepreneur), is allowed to switch, and if general grounds of refusal do not apply.
