Tier 4 GSV: English courses & Right to work 20h/week

Miss/Sir,
I want to improve my English skills and my objective is working during my study of English language courses.
I know that Tier4 General Student Visa give the right to work up 20hours/week,
But some institutions contacted answer me "no right to work under Tier 4 GSV".
My question: Can I have right to work 20h/week:
-if I study English courses at language school ?
or
-if I study English courses in higher college/ university ?

Hey,
You definitely won't get the right to work at a private college. I am not sure with University language courses though. Probably you need to approach them directly. But as far as I know Universities are the only establishments you can grant a right to work now.
You also need to find a course which lasts for around a year long, otherwise it is a visitor student and you are not allowed to work even if it is a short course at Unversity.

You have other options to study English as there are other English-speaking nations in the world; for example the Philippines.
You would find the cost of living lower (relatively-speaking) & there may be opportunities for work too.

btw - you already appear to have a reasonable command of English.
