Status: Under Judicial Review

Hello guys! Im hoping you can help me with my predicament.
Last year my visa application got denied and that I was asked to go home immedietly. HO didnt return my Documents including my passport they said they forwarded it to the local enforcement office and that i was suppose to call them before arranging my flight back home. But instead I consulted a solicitor and launched a judicial review instead and up to know we still dont have any results.

Questions:

1. If I want to go home instead?and want to withdraw my passport? Can just call The local enforcement?do they still have my passport?
