Visit visa for In Laws

Dear All

I would be grateful if someone could help with my query regarding Tourist visa for my In Laws (Indian citizens). My spouse currently hold EUFAM card and we would like to invite my In Laws for visit during Xmas.

1. Now I would like to know if they have to apply Normal visa (pay normal visa fees) or should they apply for visa under 2004 directive as qualifying family members of eu citizens (fees exempt)? Bear in mind my In Laws are not dependent financially on my spouse.

2. What kind of documents we need to submit?
