Tier 2 (General) Dependent to Tier 1 (Entrepreneur)

What are the guide lines, to convert Tier 2 General Dependent visa to Tier 1 Entrepreneur).
My Tier 2 sponsor's license has been revoked, and I am wondering if my wife can apply for Tier 1 Entrepreneur ?
And what if ! if she has been director of the company already, and having more than 2 British employees working for her company ?
Is there any discretionary leave possible ?
I (myself) has been in UK for last 9 years.
