my 5yrs decision date passed almost 3 weeks ago but have not hear from inis. since they do contact EU citizen employer Does inis contact the EU citizen who is a self employed? anyone with an experience ?

It depends on the documents you provide to them and they just call randomly I think

Maybe try emailing them to ask the reason for the delay. They seems to be responding to some people's email and telling them the cause for the delay.
