The department tends to behave like this occasionally.

The letter usually arrives few days after the applicant gets theirs.

3 weeks is a bit long.

I remember a case like that before , the department did not send anything to GNIB. They kept turning the guy until the 6 months was up.

Write to the department of Justice and complain about it.

That is County Longford.

I don't think the department of Justice wanted to issue it , otherwise they would have sent it simultaneously with your letter.

You will have to fight them for it.

Someone I dealt with had similar problem in County Dublin in 2010, it took the threat of Legal action for them to issue the Stamp 4.
