Please gurus and seniors go through the updated guidelines and and help us. I have gone through but can not understand these new lines

Does this mean that a third party can buy shares of my business and can legally confirm that those shares are mine although bought directly by third party on my behalf. Let's say someone bought shares of 20000 in my business and legally confirm that are behalf?
