British need help about age 65 and eu treaty rights

Hello, first of all very good website for every kind of information.
If a British person male going to be 65 years age after two months with two disable child's want to come in Ireland and sponsor non eu spouse visa through eu treaty rights.
recently a visa refused of spouse from uk but he didn't appeal against it, because now he wants to apply a visa for Ireland. would anybody like to give some kind of information about it how to apply? he is thinking to apply from uk and when the spouse get the visa then move in Ireland with two child's. and how much the chances for approval of a visa? does the age be a matter or not?

If he genuinely moves and exercise treaty rights, the chances are good.

if he transfers his UK pension and his two disable child's benefits to Ireland when he moves to enjoy treaty rights in Ireland, shall that be a problem to prove to enjoying his treaty rights? self sufficient, self employed or do job etc.
or if he only transfers his pension to Ireland, will that be ok? he wants to transfer his center of life to Ireland with his two child's.
i am asking all these things because he wants to use surinder singh back to uk.
