dependent visa -- minimum length of course

Hi,
Can someone please throw some light on my query.

I am a PhD student and my tier 4 student visa expires in October, 2016. I get bursary from the university every month. I recently got married and would like to bring my wife on tier 4 dependent visa.
Is she eligible to apply for a dependent visa as my length of course from now is less than year or is it like the total length of the course should be more than one year ( in my case, i started my phd in june, 2012).
If she is eligible does she still need to show funds or does she not need to as i get funds from the university every month.

Your help is very much appreciated.
