Hello one of my friends wife applied for tier 2 dependant and she withdraw her application,can she apply for student visa tier 4?

Does she want to be a student?
Is she qualified to apply?
Can she afford fees?

yes she is qualified and got money too.

Will home office make any issue as she applied for dependant visa first.??

I can't think why, each application will be decided on merit and with appropriate crosschecking & verification.

Why did she withdraw the Tier 2 dependant application? Assume she is applying in her home country?

Tier 2 dependants may also study as there are no restrictions to studying under 319D(b).
