I've been SC'd three times and I know you need at least five years residence in UK, I've never seen anyone with a T1 visa getting cleared, but I have heard of it on the grapevine but I suspect most T1G/HSMP folks have ILR now. Peeps on ILR no problem.
If you've anything odd in your history time to arrange the clearance takes longer, for example my current clearance took 11 months because of my Russian partner and the current bad feeling between UK and RU. Expired after 12 months if not used, mine expires in May so I'll lose it then.
