Tier 4 Child Age

Dear All,

one of my relatives is going to apply for Tier 4 child.

The issue is that she is now under 18 (actually 17 years and 10 months old) but she will be over 18 at the time of course start date.

She is worried that they may refuse her on that basis. I could not find anywhere on the rules that what UKVI means by 18 years old. At the date of application, course start date, etc.?

Her college said it is fine and she can apply.

Any help would be appreciated.
