Asumming the husband to be was to apply as a dependant...

As your friend doesn't have settled status, she is unable to sponsor her boyfriend as a dependent.

Your friend also needs to be aware that even if she had settled status, her boyfriend wouldn't be able to apply for an unmarried partner or spouse visa from within the UK. Neither would marriage make him legal.
Is she also aware that the intention to marry can only be registered at a Home Office designated Registry Office. The Registrar is then legally bound to notify the HO who can then extend the notification period from 28 to 70 days in order to interview them both if they choose to do so. Without knowing all the circumstances of her boyfriends illegal stay in the UK, there is a possibility that he could be detained before the wedding can take place.
