Has PM been sent

Hi,

Good morning. Please what is the criteria for been able to send a PM.

I have tried sending PM on here but it is still in my Outbox thus indicating that it has yet to be sent to the sender.

Sorry to bother you but it would be nice to know why, as I have read through the FAQ but can't find an answer.

Recipient has simply not picked up the message.
