Switching Tier 2 General to Tier 5 Govt Authorised Exchange

Hi Everyone!
I am working as postgraduate doctor with Tier 2 General Visa, I have an opportunity to acquire fellowship but it requires changing visa to Tier 5 Govt Authorised Exchange.

1) Can I switch tier 2 general to tier 5 govt exchange within UK?
I called UKVI helpline twice and got different answers each time ( yes u can do / no u have to leave and apply from home country)

Please note that Tier 5 does not lead to settlement/ILR except for 10 years long residence. How long have you been on Tier 2 General?

I have been on Tier 2 for 1 year, I do not aim to get ILR.

I am postgraduate doctor but on Tier 2, I am not sure whether I can switch or not within UK. Thanks for sharing links, but it doesnt mention Tier 2 but does mention postgraduate doctor.
