Settlement - Calculating Continous 5 years - Tier 2 Genera

Hi,

I understand this question might have been asked several times before but just to be absolutely sure that I am calculating the dates correctly.

I am currently on Tier 2 General and planned to apply for ILR (premium Service) on 21st Oct'16.

1st Visa Valid from Date - 16/11/2011
1st Entry - 20/11/2011
Completion of 5 years of continuous stay ( I assume) - 16/11/2016

So can I apply for ILR (Premium Service) on 21st Oct'16 ?

According to the UKBA guidelines - it states,"The applicant may not have had leave in a qualifying route for up to 28 days at the start of Year 5" ." I found this statement bit confusing as I was assuming I can apply 28 days in advance to the date I am completing the qualifying period.
