Marriage Allowance count as public fund or not.?

Hello Everyone
I am posting this on behalf of my friend. He just want to apply for Marriage Allowancr but he's not sure wether Marriage Allowance count as Public fund or not. As there is no proper information available on Gov.uk

Thank you so much for your quick reply.!i checked that link but there is nothing about Marriage Allowance on that file..! It's not clear on their website..!!

Marriage allowance is an HMRC issue not a DWP issue and it is NOT a public fund.

This is adjusted through the tax code.
You can claim Married Couple’s Allowance if all the following apply:
you’re married or in a civil partnership
you’re living with your spouse or civil partner
one of you was born before 6 April 1935
For marriages before 5 December 2005, the husband’s income is used to work out Married Couple’s Allowance. For marriage and civil partnerships after this date, it’s the income of the highest earner.

I think link you provided that's all about married couple Allowance..!! I was talking about Marriage Allowance and Public Fund..!!I think Marriage Allowance and married couple Allowance is diferent..!!

I think he's applying for Maaiage Allowance as he is born after 1935..!!
