What is the processing times of Stamp 4 and Eu1 Dependent ap

Hi can anyone tell me what is the processing timeline of Stamp 4 visa as i have applied on 19th February 2016 and haven't received any response yet. What duration shall I expect? Plus after receiving the stamp 4 can I straight away apply for Eu 1 Dependent application ? And what are the processing timeline of that?

Plus if any guidance on documents required for application, A little insight ( i am non-eu Dependent son of British parents living and working in Ireland applied using their treaty rights) please help me with your response if you can.

Did they send any sort of correspondence at all? My partner applied and received a temporary stamp 4 after about 15 weeks (almost 4 months).

No I haven't received any letter of acknowledgement either, its been more than 8 months . I have emailed the justice department and no reply from them.
