Employment Letter from Empolyer

Should the employment letter obtained by sponsor of a spouse visa be directed to the sponsor or home office?

Also, If applying for a spouse visa through category 'b', and Job Seekers Allowance was claimed in between jobs during the last 12 months. Does this need to be declared, is it a requirement to provide evidence of this?
