FLR FP application

Hi members
I apply my wife application FLR FP as 10 year partner route on 28th December 2016, fee take on 30th December visa expire date 31st december 2016. Today we receive biometric and acknowledgment together. I granted ILR on 28th sepetember long residency then I apply uk born 2 kids under 5 and one born after ILR, all British passport we receive all passport 13 December 2016 I attached all kids British passort copies as well and all other supporting documents as well. Because I was not able to fulfil the financial requirements so therefore I apply this application And the today receive acknowledgement letter wording is below

Your application raises issues relating to the European Convention Human Rights which are complex in nature. As such it falls outside our normal service standards for deciding leave to remain application. Please be assured that we will make a decision on your case as quickly as possible.

I have few questions .
Is this letter wording normal ( your application raises issue )?
How long normally they take decision on this application?
And how many chances of positive decision?

It is a standard letter. Many people apply for different types of visas get this letter.

It just means the application will take longer than published timeframes.

Did your wife apply under FLR(FP) Partner route?

Hi good morning. I have receive my wife visa i apply family life as partner route on 28/12/2016. Visa epire on 31/12/2016
Biometric done 13/01/2017
On friday i check online visa states first i put Health charge no its still witing decision then i put application ID that show Decided. On 02/08/2017. Its was strange any way yesterday we receive document back with granted leave to remain 30 month just waiting biometric card. Its almost take 7 month. I have ILR our kids are british we apply on that base . My wife in UK since 2010 she was dependent me on different visa before.

Biometric. 13/01/2017
Document receive. 04/08/2017

What about payslips? Did you have to write letter or explain on form why you're making fp application?
