Returning IBC parent who left the country for marital reason

Hi All, I need an advice. I have 16 years Irish Daughter via the IBC regulations. I left the country almost 15 years ago to Spain with my eventual partner. My marriage has since broken down and I thinking of coming back to Ireland with my daughter who is Irish and with a valid Irish passport. I currently have Spanish EU permanent resident permit not sure of the Irish equivalent.
My question is, would I still be able to resettle in Ireland under the IBC parents regulations?
