NICOP refused

I was born in Azad Kashmir in 1967 and have lived in UK since 1970, I have a British passport but no birth certificate. My father has a NICOP card but my application has been refused because I cannot show a birth certificate. Any suggestions on how to proceed....if I must have a birth certificate how do I go about getting one? Thanks for advice.
