Help re US holiday Visa

I am applying for US visa as I am planning to go for a holiday trip.

I have a question:

I was convicted by court for driving without insurance and driving in accordance to licence. Does this count as a Criminal Conviction. Do I need to get a police certificate from the Association of Chief Police Officers (ACPO)?

My question is not ineligiblity for visa I think I am eligible as I received £250 fine and 6 points with no ban. What I wanted to ask was do I need this special certificate from police for the interview?
