Could someone pls explain to me if sibling extended family member in the same household also need to meet the lawful residence criteria for the application to be successful.

Made eea2 application for my sibling brother as an extended family member as he is more than 21years old, i'm a German citizen exercising my treaty right in UK.

Lawful residence isn't awarded by an authority in the UK, it is derived from the relationship with an EEA national and the length of time spent by, or activities of, the EEA national in the UK.
