Got PR after 4 months. Child in between, Is he British?

Hi all
We sent our EEa3 & EEA4 in Dec and got it yesterday.
We already have 2 years old child also got the Registration Certificate.
And we had another child last month.

My question is, Is our one month old child already British i.e. can we apply for his British Passport as the mother automatically got automatically PR in Dec and this document she got is only Certifying this status on 15th March? (source: this forum)

Also what is the next step for our older child who is Czech national , born here in Jan2008. and received Registration Certificate "Blue Card" after naming him on EEA3, when can he apply for citizenship or passport?

Also
when can we apply for citizenship? in Dec2010 or March 2011?

You can register your youngest child as British as he was born after you had automatically obtained PR.

Your older son will attain PR in Jan 2013. Citizenship after that will depend on the new law in place of which no one knows.

You and your spouse can apply for citizenship in Dec. 2010.

What I have to do for the youngest one now i.e. which form I need? apply direct for passport?

Older child was born here in UK Jan2008 and then registered as Czech citizen and is named on Mother Czech Passport.
Could you please explain why he will have to apply for PR in 2013 and so on.
I thought he could have applied with us in Dec 2010 :?

Like you said I have read all linked documents but as you know there is always a bit missing in UKBA guidance "What to do next" :) and that's where I need a bit of help.

I would appreciate your thoughts on my following finds.

Older child:
As we have PR now, we can apply for him on MN1.

Younger child:
When he was born we already had PR so he is British and can apply so Passport now.
