Birth Certificate

Hello, I got my tier 4 application refused because my fathers bank statement was not within 28 days.

With the original application I sent a sworn declaration from my countries Embassy stating who my parents are in lieu of a birth certificate (as this has been lost) as well as a letter from my father authorising my use of his bank funds. (we share the last name)

In the refusal they did not mention any problem with it, they said their decision was based on my bank statement being out of date. Is it safe to assume the letter of attestation will be alright when I reapply.

As I am reapplying and knowing how the UKBA pick on every point I wonder if this will be alright.
