Accredit Qualification vs Non-recognized qualification

Hi all,

I have confusion about Migration Skills Assessment (Australian Engineering Qualifications ).

I see that there are two Pathways to have qualifications assessed: Accredit Qualification ( that takes 3 weeks) vs. Non Recognized Qualification ( that takes 16 weeks).

Is it true that only ones with a degree of an Australia university is eligible to go with the Accredit Qualification category?

In my case, I graduated with a Master degree from a quite famous university in the USA. I am sure that my degree is recognized in the USA. I am wondering if I am eligible to apply for assessment under Accredit Qualification?
