Query about minors application for Registration as a British

Hi,

My friend has got ILR along with her husband and childerns (Age 15 and 17) in Aug 2009. Now she is due to apply for naturalisation now. Her husband wants to remain on ILR but they would like to apply for their children for Registration as a British Citizen.

Her children came in UK for one month in 2007 and then went back to India. They came again in Uk in April 2009 and are in UK since and got ILR in Aug 2009 with their parents.

Can they apply for registration now? But they are not fulfilling the residence requirement as they were in UK only for a month in 2007 and are in UK from April 2009?

I appreciate if some one shed some light on the topic.
