overstaying in a country but never getting apprehended

Hi,

my partner had overstayed in albania,

he has been back and forth from greece to albania during past 5 years and during all times has overstayed by 1 year but during departing the country no one ever questioned him, he has all arrival and departure stamps on his passport

eg. of timeline entry and depart from albania
2004-2006
2007-2008
2009-2010

he has never been deported or never been fined or never been arrested for that matter, the country fromwhat i can see does not keep the law inplace

will this effect the offshore spouse visa application??? we will be declaring his trips to albania on the forms as he has lived their for more than 12 months

im just worried about the general conduct character requirement, which covers "breaches of immigration law"

p.s his police clerance for albania is clean ni criminal records
