PR (subclass 175/176) rules changing?

I am planning to apply for PR (subclass 175/176). On discussing with an agent I was told that the rules are changing in July and I should wait till July before going ahead with my assessment. Did not find any mention of rule change on the australian immi website. Any information if this is true?
