Application for British Citizenship having traffic offence

Hi
One of my friend is due for British citizenship next month but unfortunately he received fixed penalty 2 months ago due to over speeding.
Can he apply for British passport or not.
Please help.

Well, he cannot apply for a British passport unless he becomes a British citizen.

If he has only one FPN in the 12 months preceding a naturalisation application, his naturalisation application will not be refused for that reason.

thanks for reply but just to clarify that he still need to apply for british citizenship and he got 3 points on his driving licence and he also paid £60 fine as well.
so in that case what will happen.please tell us.

after getting ILR in let us say in march-13 he is due for british citizenship in march 2014.
please tell me in that case someone can apply for citizenship after 1 year on ILR?

As emphasised before, one or two or even three FPNs will not adversely affect an application - except there were more than one in the final year. Also see this thread.
