7 years children concession - need more information

Can some please send me comprehensive detail on how to apply
7 years children concession for parents.

There is a lot more information available on UKBA and other immigration related websites, but I think people who are contributing their knowledge on the forum is far more simple and easy to understand as compare to legal language used on websites.

Can some one explain step by step procedure please.

as an example.
Applicant is on Tier 2 visa from last 7 years, his child born in UK and now turning 7 this month. However his company is no more able to keep him on job.
