Confusion for 28 days????

Dear all,
Kindly advise when can i apply for ILR as bit confuse with dates and m holding 5years work permit.

Permit issue date. 12/11/2008
Entered uk on 22/11/2008
Expiry date 12/11/2013

Count 28 from your entry clearance(visa) on the passport.
