Tier 4 Dependent to Tier 5

Can I get Tier 5 visa from within the UK. Without having to go back to my country? How long usually does it take?

From T4 you are only allowed to switch into the T5 Government Authorised Exchange sub-category. For the conditions see p13 of the T5 guidance
