Work references for ACS Skills Assessment

I need to get work references together for an ACS skills assessment. I've run into some complications. Many of my bosses have moved on to other companies.

In this situation, is it better to get a Statutory Declaration from them or find somebody (perhaps HR) in the company in question to write a work reference?

Any advice on this issue?
