TOEFL Test For UK Spouse

Can anyone confirm the scores required to pass the TOEFL test for a UK spouse visa?

The TOEFL website suggests 9 in Listen and 5 in speaking, but I also read that people have been refused when scoring 15 in speaking as the requirement is 16.

Does anyone have the correct information?

So am I understanding it correctly that if my wife scores at least 9 in listening and 5 in speaking, that will be considered good enough for the initial spouse visa application?
And that only when applying for ILR she would need to achieve the B1 scores below?
Reading - 4
Listening - 9
Speaking - 16
Writing - 13
