Applying for Tier 2 from US being on H1b

hello,

It would be really nice if someone can help me to understand how does the application process works for people who are outside their home country.I am on academic H1b in usa ,am a research scientist by profession.I have a job offer and sponsorship from Uk and my visa status would be tier 2 .I have a few questions.

1.Can i apply in tier 2 visa from here in Usa or i need to go to india(home country ) for that?

2.Can i apply for my dependent's (spouse visa) along with my application,or she need to apply from india.

3. How long does the process usually takes.
