Premium appointment - PEO payment (settlement - Tier-1)

I have to apply Settlement from Tier-1 (general) category and I am planning to do in person (at PEO). And I am booking the appointment at ukba.homeoffice.gov.uk website but on the payment page (worldpay screen), I have to pay £1426 full amount online. So I am confused that in the application form ...
