A property inspection report is mandatory.

Don't send it off without it. Contact the council public health department and they should send someone out.

I'd say get your application together. Make sure all the papers are ready, shouldn't take more than a week or so, then go to Pakistan, get all the paperwork that needs to be done there done (TB Test, English test etc) Then get the date fixed and be ready to sit about in Pakistan for the best part of ...

It is more official and professional as the council are your local government and for them to do a property inspection report.
