If you get partial refund it means your application is approved , i think its in gov site ,,?

I think you didnt give english certificate in extension becuase you already obtain points previously when you obtain tier 1 visa , this is in guidance

I think it would be better if you say that i sent the form by post to hmrc but the post was lost. So i had to resend it which delayed my registration Or you can say something like someone was ill either here or back home that made your registration late but say something that you have an evidence ...
